
Motions for Discussion at 2009 Union
12/07/20095. Transferring Legislative Powers on the Welsh Language from London to the National Assembly.
We rejoice in the publication of the Legislative Competence Order (LCO) on the Welsh Language. The Order intends to transfer the necessary powers for legislating on the Welsh Language from London to the Assembly. Given these new powers, we understand it is intended to accomplish the following :
1. Give Welsh the same official status as English,
2. Give linguistic rights in the delivery of services,
3. Appoint a Language Commissioner to safeguard these rights.
We, the Welsh people, have fought for a long time for our language. The time has now arrived to bring these powers over our language home to Wales. We believe that what makes this an historic event is the fact that these plans would mean that the Welsh Government, elected by the Welsh people, would have legislative power over the Welsh Language. This has never happened before in the history of our nation, and we call for such change to happen at once.
